AFROSAI-E CEO Meets PAC Chairman

The Senior Management of the Audit Service Sierra Leone (ASSL) and the Chief Executive Officer of the African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E), Madam Messie Nkau, on Wednesday 26th November 2025, met the Chairman of the Public Account Committee (PAC) in Parliament, who also serves as the Deputy Speaker of Parliament, Hon. Ibrahim Tawa Conteh. The meeting focused on strengthening collaboration efforts to enhance support to Sierra Leone’s Supreme Audit Institution and improve public financial management accountability across the country.

Madam Nkau is in Sierra Leone on a working visit to assess the current status and institutional progress of the ASSL as active member of AFROSAI-E.  She explained that AFROSAI-E serves as the umbrella body of Supreme Audit Institutions(SAIs) in the English-speaking Africa, comprising 26 members countries including two Portuguese-speaking nations.

Highlighting AFROSAI-E’s core mandate, Madam Nkau underscored the organisation’s focus on building the capacity of SAIs to strengthen their role in auditing public institutions for improved service delivery. She emphasized the importance of ensuring both operational and financial independence of Sierra’s Leone Supreme Audit Institution, noting that such independence is critical to safeguarding accountability and transparency in the management of public resources. She also encouraged PAC to reinforce collaboration with ASSL to enhance the implementation of audit recommendations.

Responding, Hon. Ibrahim Tawa Conteh welcomed the AFROSAI-E delegation and reaffirmed the strong and longstanding relationship between PAC and ASSL. The Deputy Speaker highlighted the Committee’s commitment to ensuring timely and effective implementation of audit recommendations, adding that the PAC continues to make significant recoveries from issues raised in  the Auditor General’s Reports.

Speaking during the engagement, the Deputy Auditor General of ASSL, Mr. Morie Lansana,  commended AFROSAI-E for the continuous support provided through capacity-building initiatives aimed at strengthening the effectiveness of Supreme Audit Institution. He also reaffirmed ASSL’s commitment to working closely with PAC to drive improved implementation of audit recommendations for greater public accountability.

The Public Accounts Committee, a key oversight body of Parliament, plays a vital role in promoting public financial accountability by examining issues in the Auditor General’s Reports and ensuring that audit recommendations are implemented across Ministries, Departments, and Agencies.
